the proposed 2p rise in fuel duty in

offering betting odds of 1/4 that the 2p rise will
no longer happen and quote odds of 11/4 that the 2p
rise will still go ahead. "Gordon Brown is
under severe pressure at the moment and with the
cost of fuel rising steadily, the early signs are
that this measure is likely to be shelved for the
